The Superintendent of Schools announces the following position within the Fall River Public School System:

 

POSITION:Assistant Superintendent for Student Services and special education

 

QUALIFICATIONS:

  1. Master's Degree in Education, CAGS or Doctorate preferred.
  2. Massachusetts License as Special Education Administrator,and/or Superintendent/Assistant Supt. License*Assistant Superintendent licenserequired within one calendar year of appointment.
  3. Minimum of five years administrative or supervisory experience.
  4. Demonstrated leadership and organizational skills
  5. Demonstrated ability to work in a diverse urban environment 
  6. The ability to inspire, motivate, guide and direct staff in setting and achieving the highest standards of educational excellence for the students/programs. 
  7. Enthusiasm, energy, and a sense of humor

 

POSITION SUMMARY:To provide leadership and management in administering, monitoring, coordinating, and evaluation of all student support services including special education, guidance, social-emotional learning, student discipline, alternative education, health and child welfare services, and student attendance supports. 

 

REPORTS TO:  Superintendent of Schools

 

DIRECTLY SUPERVISE: This position coordinates an array of support services:

Special Education Supervisors, Psychologists, Counseling Services,Nursing Supervisor, Director of School Assignments, Alternative Education, Attendance supervision, Abuse Prevention Programs,assists with disciplinary hearings and bullying intervention.

 

RESPONSIBILITIES (Supervises, Manages and Directs)

 

Special Education:

  1. Develop implement and lead the ongoing continuum of building based and district wide student support services for all students, including students identified with special needs.

2.Build protocols and procedures for all interpretation and monitor compliance of special education processes for timelines, testing, and evaluation in line with state and federal laws regulations in school committee policies.

  1. Identify, refer, evaluate, and plan programs for school-age children in need of special education services.
  2. Serve as a member of the superintendent’s leadership cabinet and executive leadership team and work closely with and in support of, the superintendent and school committee and associated standing subcommittees, attending all governance meetings and providing presentations as needed to support the district’s strategic goals. Provide general professional support and operational assistance to the Superintendent and Assistant Superintendent/ Chief Academic Officer including managing special projects, by resolving complex issues that require executive leadership and direction and supporting the deliverables of the Superintendent’s cabinet.
  3. Maintain and monitor the register of students receiving services.
  4. Develop and implement a communication mechanism for sharing information with faculty and staff regarding best practices in special education, instructional pedagogy, state and federal laws and regulatory requirements regarding students with special needs, both IEP and 504 plans, and other support related programs.Oversee the management of all approved Individual Education Plans.

 

  1. Direct that necessary records and reports are developed, maintained, and filed.
  2. Oversees the cooperation of public and private agencies to develop and deliverservices to children with special needs.

8.Direct the supervision of all out-of-district activities for special education students.

9.Prepare budget recommendations and oversee the management of special education grants.

  1. Develops and manages in-service training experiences in relation to special education and delivery of support services to students.
  2. Assumesresponsibility for the supervision and evaluation and counseling of all program staff members regarding individual and group performance.
  3. Develops long-range plans and evaluates the effectiveness of special education services.
  4. Oversee the management of all DESE required records and documents for special education.

 

Student Services:

  1. Coordinate the delivery model for multi-tiered systems of student support services. (RTI)
  2. Serve as the district manager, liaison, and convenes of all wrap-around student support services.
  3. Lead the development and integration of a pre-referral processes and service delivery systems of building based student support.
  4. Coordinate schedules and services and programsprovided by school psychologists, special education supervisors, itinerant special education staff and/or social workers.
  5. In coordination with principals, is responsible for the supervision, evaluation and professional development of counselorsand counseling service programs.
  6. Lead the articulation of a collaborative vision of district support services to provide agency and develop capacity in classroom teachers to support and sustain a growth mindset.
  7. Ensure that nursing services are in place for all schools and students and managed appropriately by the supervisor of nursing.
  8. Ensure that the school assignments with IEPs and 504 plansof students are appropriately managed by the director of student assignments.
  9. Oversee the delivery of home tutoring services and alternative education programs.
  10. Manages the attendance officers and related records and proceedings.
  11. Develop, coordinate and implement procedures for student discipline in compliance with state and federal law and School Committee policy.
  12. Assist with resolution of parent issues or requests related to student support services
  13. Acts as a resource for disciplinary hearings and maintains records for any civil rights requirements
  14. Perform tasks and assume any additional duties deemed necessary by the Superintendent.

 

SALARY AND TERMS OF EMPLOYMENT: $110,000-$135,000
